Update: I guess my question is the following: Is this an active voice versus passive voice issue? Do "things" relate to clowns in an active way? Or are they related to something, but the thing is not actively performing the verb "relate"?

"Relating to could imply that the things have to be in an active state of engaging with the clowns. Related to implies that the things must be relevant to clowns, but not necessarily actively interacting with clowns."
Secondly, "They are both versions of ‘relate’ so I think the meaning is basically the same with one being present and the other past tense.
If they ‘had’ jurisdiction, it would be
"The working group has jurisdiction over all things related to clowns."
If they ‘have’ jurisdiction, I think it would be
"The working group has jurisdiction over all things relating to clowns."
